[Hallicrafters] GROL (PG) license

Skip,

I have a General Radio Telephone License, (used to be a "First Phone" back
in the '60s), and was certified by FAA to do work on an area control tower's
equipment.  It is owned by a municipality, not FAA, so had to have a
"civilian" do the work.  

Certification requirements stated a few years back were:
 
"The technician maintaining this facility must meet FAA and FCC
requirements. This requirement is met by the technician possessing a valid
FCC General Radiotelephone License and by demonstrating technical
proficiency on the equipment covered by the Memorandum of Agreement (OU) and
Operations and Maintenance Manual (O&MM).........."

Made a copy of license, took the exam, got my certification.  It is
basically 'life time' or until rescinded by the FAA.

Have a friend who does maintenance on beacons, AWAS etc equipment and he
holds only the GROL also.

Talking with FAA guys that did my certification, THEY do not have to any
license to work on their stuff, only the civilian contractors do?????
