The FAA guy you talked to must have been thinking of the old First Class Radiotelephone Operator License which was replaced by the GROL way back in the 1980's. No code required, and he should know better.

The FAA regulation for maintaining and certifying Non Directional Beacons is FAA order JO 6740.2D and your FSDO should have a copy or be able to download one for you to look at. 

Before retiring in 2003, I worked for the DOD on Air Traffic Control systems that although belonged to the military, required daily certification under FAA rules, since civilian aircraft were also under control in our air space. We did the maintenance and certification, but had to attend FAA classes on the equipment at their Oklahoma City training center before we were considered qualified, and also had to go by all of their (many) regulations. The FAA likes to protect its turf, so good luck.

I think the FCC states one needs a General Radiotelephone Operator License (PG).  The FAA guy at the local FSDO says one needs a First Class Radiotelegraph Operator's Certificate.  Well the First Class certificate requires 25 wpm code.  I'm maybe at 10 wpm and too slow and old to get to 25 wpm. I could (I think) pass the PG with a little study.
