You are honorably correct Bob, the NDB certification is done in two
ways. First is the electronic side by the FDSO folk who have
responsibility. Your local avionics inspector usually can't do this
unless he has been certified, it is the radio group. The approach side
(test flights) is by Airways, a different group. Both must work in
tandem for you to receive certification.
The CHT thing is with tongue in cheek. I have met and worked with some
real idiots at the FAA. I even met an avionics person who believed an
A&P could not install a radio or gauge in the panel without doing a W&B
calculation. That was my reference. He also believed only an approved
avionics shop was the only person (group) who could do that
installation. I challenge anyone to find that little gem in the
regulations. Also don't forget a STA for a non standard gauge.
Dealing with some of these people is like dealing with overworked
incompetents. And we know they aren't overworked.
