Jim,

I agree with you in terms of practicality and theoretical points.

The FSDO folks get into the picture for the NAVAID certification, and 
make the test flights, (usually), to verify the equipment.  This is 
especially true *IF* that airport has an NDB approach published.

The entire system of whom does or not have what authority is 
ridiculous!  It is simply turf war thing.

Adding a CHT gauge doesn't require a modifies weight and balance, BUT 
does require a Form 337, unless this gauge was as per original 
certification.

So once again they, the FAA, does indeed stick its nose in.
