I don't have any weird beliefs regarding those old caps.  The biggest 
problem I've had is when replacing "some", that I've had to adjust their 
values with the newer film type capacitors.  I have attributed most of 
it to the broad tolerance of the old parts from day one.

You would find ranges of -20% through +80% and much worse in the old 
plastic tubular paper caps.  Yes, they ALL leak now.  I don't know how 
good they really were, but that's what some manufacturer's used.

As to what voltage is or isn't on them, it won't matter!  They are a 
mess with failure a sure thing if left in there.

He'd be better off with either restuffing the old ones, or simply 
replacing them too.
