[Hallicrafters] Water-slide decal application problemsfor S-40A

The decals need to be applied to a GLOSSY finish.

The decals need a GLOSSY overcoat.

There is a decal solvent made for plastic models that will dissolve the
decal film into the paint. You can get this solvent at most hobbyshops.
