[Hallicrafters] Water-slide decal application problemsfor S-40A

Ok fellows (and gals), what am I doing wrong?

I sanded the panel to bare metal, primed it and put on three coats of flat
black Krylon, waiting one week between coats. (Really smooth, even finish).

Did the research on how to apply decals and followed it to the letter, but
there are several problems:

1. You can see the outline of the decal backing. (I can send a pix).
2. The decals do not seem to 'stick'  properly.

Is there someone out there who has actually used these decals that could
give me a step-by-step on how it is done?
Maybe, at age 73+, I am getting early senility, but I am at a loss as to
what I am doing wrong and need some help!
