That may have been from dried up grease and lots of use.

For the preload I used lengths of telephone cable wire (common #22  
plastic coated solid) wound through the teeth after the right preload  
was set and clamped.  Then I assembled the gear into mesh with the  
other one and later clipped  out the wire.

A good trick.  I'll remember that for another job.  I wonder how they  
did it in production.
