[Hallicrafters] S-40a alignment

Hello.
Having dial tracking issues when aligning the set.
Concentration on band 1 for now.

Steps 1-2, I.F. peaked great.
Skipped steps 3-5 for now. (bands 2-4)

Step 4:
If I set dial calibration with bandspread at zero (fully closed), per 
instructions, I have too much spread on the main dial and can't get 
accurate readout (freq reads higher than actual at 1500khz end). No 
amount of tweaking caps 22, 4, 15, and 25 will get me accurate 
spread. I can have accurate readout at only one end of the dial.

If I set dial calibration with bandspread at 100 instead (fully 
open), I get proper spread and accurate readout.

Any ideas?

Looking for confirmation on the following:

Do I index the bandspread at 0 or 100 ?
Closed or open?
Rotate bandspread knob clockwise, dial spins clockwise, and dial 
numbers get smaller?
Bandspread, rotated fully clockwise, cap is fully meshed, dial is at zero?
