[Hallicrafters] HA-1 TO Keyer Operation

I just got an HA-1 keyer - have a question about how it should operate.

If you keep the dit side of the key pressed and hit the dah side, it will 
insert a dah in the string of dits. Sending something like an "R" is easy.

But it won't insert a dit in a string of dah's - is that the way it should 
work?  Sending something like a "C" is very different than with a late model 
iambic keyer.
