You might try taking the meter off the panel -- has to
be removed from the rear, as you may know -- and then
remove the bezel so you can clean off the glass
window. It might be dirty or full of tobacco tar.
You may also need to re-cement the glass into the
bezel if it's loose.
It also may be that the meter face itself is
"sunburned" so badly from exposure to bright light,
that it becomes hard to read. Replacement SX-28 meter
faces are available from Rock Sea Enterprises.
You can indeed power up the radio to see what the dial
lights reveal about the dials and meter, BUT-BUT-BUT:
If you fire up your SX-28 before recapping it --
PLEASE leave the 5Z3 out of the socket. If there is a
short on the B plus line you could fry your power
transformer and that will REALLY ruin your day. And
regardless of leaving the 5Z3 out, use a variac and
bring it up slow rather than throwing Reddy Kilowatt
straight into it.
And if the radio does not have a fuse, rig up some
kind of fused cord adapter to go between the radio and
the power source. Fuse it lighter than you would if
the B plus was operating.
Speaking of fuses -- my philosophy is, "authenticity
be damned, INSTALL A FUSE HOLDER!" The lack of fusing
in Halli radios (some of them at least) may well have
been a marketing tool, to ensure that hams would have
to eventually replace their receivers.
It would be well to dry out the transformer first, for
a few days by using a light bulb positioned beneath
it.
