Another approach that worked for me for a seller that didn't ship and 
wouldn't even talk to me:  placed a call to the local police department of 
the seller's town and talked to a detective about 'theft' of funds (a postal 
mo).  Gave him all the details, he filled out a case report, and called on 
the seller the next day.  In two days I had a full refund via express mail.  
About a week later the detective emailed me asking me if the seller had 
contacted me!  Never had so many thank you's for one before.  This approach 
might work for you.  By the way, this was a town with only about 40,000 
people so the detective probably had time on his hands.  The results in a 
big city may not be the same, but who knows.
