If someone needs Yet Another Project -  I'd bet a flat-bed plotter could 
be made to do a decent job of directly printing dials.  If you recall 
these were popular for printing graphics before inkjet printers became 
cheaply available and use a refillable pen to draw directly on the paper 
or other material.  I've heard of guys using them to directly plot on PC 
boards with a photoresistive ink (or even a Pilot fine-point marker) , 
so it should be possible to do the same using a white ink or paint 
forumlation to make dial scale replicas with white lettering.
