Sounds like dirt in the meter movement.

Have you CAREFULLY applied current to the meter from a separate source to 
see how it behaves?  I'd do that.  You may find that it's got something 
inside it causing the sticking.

Treat it carefully. SX-28 meters are very hard to find. Very.
