[Hallicrafters] SX-28A S-Meter

My SX-28A project (almost three years worth) is nearing its finishing point. A few more resistors and its off to get an alignment. However I do have one last nagging problem, the S-meter. Up until yesterday afternoon I assumed that static electricity was the culprit. I have gone through the procedure that the manual gives and no luck. When the needle gets anywhere near the zero position it moves over and locks onto it (zero) and will not move unless you gently tap it. I can move the s-meter pot and have it take a midway position where it will fluctuate slightly, not necessarily in response to the signal strength. I was thinking about disassembling the s-meter pot to see if any of the chrome plating was flaking off and creating problems. Any suggestions from you folks would be greatly appreciated.  Maybe Al Parker can shed some light on this, come on Al, I consider you to be the resident expert on SX-28 (A)'s. Thank you in advance.
