Absolutely correct. However, the statement stands. If it measures more  than 
20% different from the marked value, it should be replaced. This is true  even 
if it is coded as a 5% resistor. In other words, ANY resistor differing  from 
it's marked value by more than 20% should be replaced.

Now everyone  repeat after me, Bad Boys etc.
