Absolutely correct. However you fail to say that some resistors measuring
less than 20% should also be replaced, e.g. 5% and 10% measuring less
than 20% but over their tolerance. While your statement is true it is
also misleading. I offer this because some less technical types could
take your statement to mean if any resistor is less than 20% it is good.
NOT TRUE.
