Paul,
As pointed out previously, you need some kind of signal to align a receiver.
It can be off the air, a crystal calibrator, signal generator, noise
generator or anything that will input a signal into the receiver.
You also need a method of measuring the output from the radio, although
sometimes, just listening to the speaker will be enough.
A signal generator is a handy piece of test equipment to have around.  You
should be able to scare up an old Heath or Eico unit for very little money.

Yes, TV alignment tools should work.
