Jack,

Thanks to you and all who responded.  Just to clarify
what you have said...  The panel below the standby/rec
switch you are referring to-- is this the bracket the
switch is mounted on or the panel that provides the
black background for the bandspread pointer?  The way
I have it now, it is on that switch mounting bracket
with the glass end pointed toward the right as viewed
from the rear of the radio.

If this bulb is not for the purpose of illuminating
the meter I can't really see what else it is for. 
There are specific tangs for the other three bulbs,
one for the main tuning and two for the bandspread
dial, but no tang for this bulb assembly.
