As a SWAG I'm going to "guess" it's probably (notice all the weasel words)
the time constant capacitor.  It could be switch contacts, or low voltage,
but I'd bet on the cap. It's been my experience the tube can get pretty bad
before it affects anything as it only acts as a switch.

Check the tubes first as they are the easiest.  As has already been
mentioned there are a number of sources for manuals.

The circuit is pretty straight forward and relatively simple.
