[Hallicrafters] TO Keyer

Hello list.  I recently purchased a TO keyer and am having a problem with 
the speed control.  It appears that the high setting is not over 20 wpm 
which is the range of the low setting.  From my earlier experience, the 
high setting should be much much faster.  Any ideas??   Sandy, W9JOE
