The bell at the back of the keyboard assembly is the out-of-tape bell.
It rings continuously if the supply of blank tape gets low.
I have two Model 14 tape printers with those.

Electrical arrangements vary. Some Model 14 and 15 machines have
RF noise suppression capacitors. The keyboard contacts will arc when
in series with the selector magnet and its huge (5H) inductance.
But the Model 14 predates radio, so in the early models there's
no noise suppression. A sealed grey box with two terminals is
probably a capacitor. Use an ohmmeter and see if it's
shorted.
