[GreenKeys] FCC scraps unused telegraph regulations

     This is similar to the story I was remembering, I am sure there 
have been many occurances.  If you look up radio stations on a site like 
"radio locator" you will find the owner is often listed as something 
like "Radio Station License Holder LLC", often at some distant location. 
The whole communications act needs to be reformed to make license 
holders more responsible and accountable. It is still a limited resource.
