I remember an ice storm which affected much of Arkansas several years 
ago.  Widespread power outages.  One broadcast station located in 
Texarkana had a generator set and was broadcasting 'normal' programming on 
autopilot, off the satellite feed.  It was about a week later that a 
small-town station was able to get on the air and supply news of things 
like where you could buy kerosene, what food stores were open, etc.
