[GreenKeys] FCC scraps unused telegraph regulations

The statement that a broadcast station does not need a local studio
was disproved some years ago during an emergency when the station could
not be contacted by local authorities. I do not remember the details but
think it happened on one of the mid north states. Broadcasting is pretty
much completely deregulated which has not served the public interest in
any way. Perhaps someone here remembers the story I am thinking of.
