[GreenKeys] 1/2 paper tape - what was it used for? has a small hole in the core

Is this oiled tape or plain paper.  Oiled tape might be used with the
Wheatstone system of Morse code from paper tape, but I don't recall 
offhand the width of the tape.  Perhaps it was 3/8, since it needed only
the feed holes plus one hole on either side.  Plain paper might be used
in a recorder of the sort used for fire alarms, or for the Western Union
messenger boy service, where the transmitter sends a coded message
and the recorder prints it on tape.
