The short answer, and as it was originally developed, is "Water
Displacement."

And for that it works VERY well. I had a '65 Dodge pick up truck with
the infamous slant-six engine. IF I tried to go through more than 12"
of water it would drop dead. Push it out of the water, remove the
distributor cap, hose the inside with WD-40, hose the outside and
the spark plug boots, get back in, start the truck and drive off.
