Yes, but "current carrying conductors."  That's why even violations seldom cause fires. The NEC tries to keep you out of trouble; many strange sounding requirements came out of fire and incident investigations. 

I've heard many EEs tell me they don't need an electrician because they know everything already. After a few questions the truth comes out. 

If you want to (and it is legal) to do your own electrical work, I strongly recommend picking up the latest NEC book and follow ALL relevant sections and paragraphs, no shortcuts, no excuses.
