Big difference between using a coiled cord for a space heater etc. vs. 
for a lamp or an electric hedge clipper that runs for seconds. Simple 
rules like always unreel the cords are ok for the general public but i 
will continue using my electrical knowledge to do things safely without 
wasted effort.
