Too Steve, I presume WE PAID for all the unused cable and what's in those 
original looking crates.

I can't help but wonder if the manufacturer had a clause in his production 
contract that, like military helicopters/vehicles, they cannot be used by 
the public once the military is done with it.  That way, gov't "mutilated" 
waste doesn't end up competing with the manufacture's products once the 
gov't turns it lose !
