[GreenKeys] OT: How to sell to someone overseas?

I hope I don't cause a problem for the list with this inquiry. I
have a U.S. Military "boat anchor" radio set for which I have
a customer overseas. Switzerland to be precise. Are there
any particular regulations that I must follow in order to transfer
ownership of a surplus U.S. military boat anchor to someone
overseas?

One other question- what would be the safest method for me to
accept payment from my customer? I know all about the various
Western Union money order and certified check scams. If it were
you selling this radio set (and the price is substantial), what would
be your preferred method of payment from Switzerland?

This customer is not one of the Nigerian scammers. He is not
offering to pay me a princely sum and have me return part of the
proceeds of the check, nor asking me to send him all my contact
information including address and phone number so he can send
his shipper to my home to "collect" the "item". I'm certain this is
a legitimate buyer.

Please reply off-list so we don't clutter up the list excessively.
