Actually, Roy, you can downconvert speed, but you are limited to what your 
buffer area is.  The UT-4 and other speed converters of the era had a rather 
small buffer (200 characters or so??), so were not very efficient at that, 
but could do it for a short bit.  With today's computers, that would be an 
easy task for a good programmer.  It WAS fun though watching 60wpm baudot 
print on a 100 wpm Model 28, hi hi.
