If the repeater requires a CTCSS tone for
access, without that CTCSS tone on your
transmitter, you cannot operate through
the repeater.  

The fact the repeater uses or does not use
CTCSS on the output frequency should have 
little or no effect on your reception of
the repeater.   One valid reason for 
CTCSS on the repeater output might be in a 
situation where there is a lot of intermod
on the repeater output frequency.  The use 
of CTCSS keeps the receiver audio blocked 
when there is no valid signal from the 
repeater.

Mind sharing with us what kind of HT you
are getting?

There used to be a few companies which would
sell outbound CTCSS encoders specifically for
the purpose of adding CTCSS to radios which
did not have them, the single tone units were
quite small.
