Like already stated, it is used for RATT on UHF and VHF. There is a similar 
item in Germany, called ZTG 2, manufactured by Hagenuk. It is a nice unit and 
has spare slots for another card set with different frequencies. I am just 
building another AFSK and filter converter for amatueur suitable 
frequencies...
