Gary,
Now the old gears are working. Those radios were used by the Bell
System in the old days to connect utility companies and municipalities
to the telephone network via an operator.
These radios predated the MTS, IMTS, AMPS, and Cellular. In Chicago
they were in use longer than normal for the Chicago Fire and Police
boats on the Chicago River.
Have you ever seen a fire boat pump water? It is a sight to behold.

This looks similar to the GE Pre-Prog radios that we got from the
local power company back when I first got my ham license. We
converted them to 6M FM on 52.525MHz. They were used by the power
company, but I recall many of them being marked "Bell System". I do
not recall what they had to do with the phone company.
Can you see any manufacturer label? Although it looks similar to the
GE it may be a different manufacturer (RCA maybe).
Nothing to do with Teletype.
