Mike,
Let me give you a general "clue", then we can go offline if needed and I can 
ask some more questions about how you are wired to the ST-6000.  I use the 
ST-6000 nearly daily, but on an old computer, so the hookup is a bit 
different, but principles are the same.  First, check the 15 pin "Auxilliary 
plug" in Figure 5.1 in the back and make sure it has not been "altered" for 
use in a special system.  That has been my common quirk.  It sounds like, 
since you can receive fine, that the wiring to the keying outputs is not 
right.  Then, if that doesn't solve the problem, give me where you wire the 
28 to, whether you are using the loop in the TU or an external one, etc. 
Not an "expert", but a user and will try to help.
