[GCARC] 40 Meter Net Time Change

All,

There is a time change for the 40 Meter Net. It is now at 1930 Hours. It is
still on Monday and Thursday nights and the frequency is still 7.165 MHz +/-
10 kHz. This frequency is a starting point and will vary depending on
propagation, noise, and activity.
