[GCARC] Repeater for Sunday night's net at 8pm

only takes 1 non FCC compliant electrical device to ruin a repeater party.
did any of the neighbors have any self powered decorations? blow up snowman
etc. I don't think that massed produced stuff gets stringently tested and
since it's installed for a few weeks it's not around long enough to notice
interference. and it's often off in the daytime and only runs after dark.
