US customs HAS been interested in radios coming INTO the US. They do look
for cell band unblocked ones (stupid, as there is almost no activity on the
analog cell bands anymore) and others specifically not approved by the FCC.
A number of manufacturers did make units specifically for the European
market (i.e. FM CB and the 4 meter band) that are not allowed to be sold
here.
I was unable to bring my GMRS/FRS radios to the Caymans on my last trip
(held in customs there until my departure - for a small fee). On the
previous trip, they did not even give them a glance.
A few other countries will not let you bring in scanners, ham sets without a
pre-authorized call sign from that country, or other 'banned' radios. The
newer 2m/440 handhelds are small enough to look like a cell phone and
usually go unnoticed. Usually anything that also has AM/FM broadcast bands
AND does not look too much like a military rig, will pass muster with local
customs.
US customs is much more vigilant if you're returning from a destination
where drugs are an item of concern: S. America, Central America, Mexico,
the Caribbean, SE Asia, and Amsterdam.
