[FlexNet] transmit problem - TXdelay?

I am trying to Flexnet32 with the soundcardmodem, using the latest
version.

RX works fine right away, reception in TRACE and various packet software

packages is fine.
PTT works fine in the diagnostics

However, in any packet software I try (NBF, PAXON, etc), I get what
sounds like
an extremely short TX time.  I've tried setting the TXdelay anywhere
from 30 -
100 ms and it makes no difference.  (I even tried 1000 with no seeming
change.)
Therefore, connects rarely make it.

I am using win2kpro, ASUS board/AMD 900 MHz CPU/256MB RAM.

The setup works fine with Zakanaka,  MMTTY, MMSSTV, and other digital
software.

Any ideas how to fix this?
