The issue you raise is one ARRL HQ refuses to address. If you contact =
Newington, you will be told it is a "Section matter".
I, for one, believe ARES groups work best when there are defined =
geographic boundaries and an ICS command structure in place to manage =
the operation. Others do not subscribe to those values. Still others =
go out of their way to subvert the whole concept of "organization based =
on geography" even when doing so will undermine the ability of the =
county they are pulling people from to function.
One caution on forming your non-profit corporation. Some will view your =
effort as "creating a competing Club" and resent your initiative. This =
view is parochial and generally has selfish motivations at its core. =
Don't let this distract you. Emergency communications does not happen =
without a well-defined chain of command, organizational structure and =
resources. Do what you need to do to be healthy and effective when the =
need arises.
