This is why we should plan for at least three deep in critical
functions/staff.  

Any position must have a backup...but having a third is a best practice.

Disasters are going to happen when people are sick, on vacation, or have
some other valid reason to not respond.

As you note, even with the very best of intentions, no one can be in two
places at the same time.
