[FLARES] Local ARES groups formal structure issues

I wouldn't use boundary's to justify membership. That will create division.
My opinion to the Club would be, if an Amateur Radio Operator enjoys our
organization, participates in drills, agrees to be assigned to a tactical
location, and is not a member of another ARES or RACES group, sign them up.

I wouldn't turn any potential Volunteer away because of lines in the sand. I
also wouldn't assume they will cut a run to there home county when the going
gets rough.
