This is true in Germany as well, Hans. And I guess in most other 
countries of the world.

Nevertheless I think it might be a good idea to bring IARU bandplans in 
accordance to national regulations when and wherever this is not the case.

Feel free to consider the bandplans as "suggestions". IMHO they are an 
appropriate instrument to provide harmonious amateur radio communication.
