Apparently IARU also considers it a suggestion.  Consider this quote direct
from

"It is suggested that Member Societies, in coordination with the
authorities,
incorporate it in their regulations and promote it widely with their radio
amateur communities."

That's a long way from your assertion that they "are mandatory for the
members of IARU societies."
