In the USA neither the ARRL nor the IARU have any governmental regulatory
powers.  They are just a couple of radio clubs when you come right down to
it, and at best have "advisory" influence on the regulating agencies.  Hams
in the USA are bound by FCC rules, not radio club "suggestions".
