if this is true - and I don't doubt your words - it is obvious that 
something went wrong with IARU-Region-II bandplans and should be 
corrected. Being a League member it surely would be helpful if you could 
  point out these conflicts to the responsible people in ARRL/IARU.

By the way I never insisted that international bandplans are perfect. 
Expecially regarding the different allocations in different IARU regions 
there remains a lot of work to do. Have a look at the newly allocated 
segments in the 80 m band for Japanese amateurs and you will know what I 
mean.
