ARRL is a member of IARU, and I am a member of ARRL.  By your statement
above that would make it mandatory for me to comply with the IARU Region II
bandplans in my HF operation.  

But compliance with some of the 'suggestions' (their word, not mine) would
be illegal under my national regulations.

Obviously your statement isn't completely accurate.
