As far as these "so-called" (?) bandplans are issued by the IARU 
(International Amateur Radio Union) they are mandatory for the members 
of IARU societies.

For those operators not affiliated to a national society I think they 
should be far more than a gentlemen's agreement. They are the only way 
to a living together in respect for each other.
