[Fists] Novice bands - - Novices and Techs.

I have worked a few novices myself in the past couple of years.  What will
happen to them if and when novice band refarming occurs?  The FCC seems
pretty deadset against grandfathering people to a higher license class,
although in a few years a novice from the 1980s will have probably passed a
harder test than a no-code extra will have.
